Outlook.com blocked, cant get in laptop?

    I'm helping my Mom get her laptop online again. She hasnt used it since Nov 8, the day our hous burned down in the Camp Fire in Paradise,CA. She has forgot her outlook.com password. I tried to reset it for her & ended up getting a email stating they blocked her account because they could not verify who she was. So now we cant get in her HP laptop!
    Please help me resolve this! My mom needs to get back online & back to whatever she did online that made her happy before the fire burned her town down. I see her slipping into depression because we lost absolutely everything. With nothing to do she just sits & dwells & worries. She keeps telling me she misses her online friends. Please help!
