Outlook Express and now Thunderbird won't get mail. HELP

    I have no idea what has happened but my Dad's outlook express stopped getting email with the following message: The connection to the server has failed. Account: 'pop.phenixcable.net', Server: 'pop.phenixcable.net', Protocol: POP3, Port: 110, Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E

    I've totally shut down his anti-virus from avg and his firewall (Windows) and it still fails. I then downloaded Thunderbird thinking that perhaps Outlook Express was somehow corrupt and Thunderbird times out when trying to connect to his server. I've called his ISP and everything is set correctly. If I use www.mail2web.com I can get his email. So there is something on his computer that is causing this but I'm at a total loss as to what it is.

    Any help would be greatly appreciated.
