Outlook Express Could Not Be Started...

When I try to open OE, I get the following:
Outlook Express could not be started. The application was unable to open the Outlook Express message store. Your computer may be out of memory or your disk is full. Contact Microsoft support for further assistance. (0x8007007E,126)
That error message is followed by the following error message:
Outlook Express could not be started because MSOE.DLL could not be initialized. Outlook Express may not be installed correctly.

I know why this happened--I changed the default location for Program Files from C:/Program Files to D:/Program files to conserve space on my dwindling C: partition. The closest thing on the Microsoft site is at http://support.microsoft.com/kb/296969 This article is my exact problem except it pertains to Windows 2000 sp1 whereas I am running XP Home sp2. The fix listed there does not fix it for me.

I have tried everything that I have found supposing to fix this problem, all to no avail. I do not want change the default program location back to C:. Fortunately, I use Mozilla Thunderbird as my email client, but I would like to fix this problem.
