what version of outlook and what windows ?

have you tried a system restore to before the issue started
    start>programs>accessories>system tools>system restore

Not really a solution but if all else fails - you could try copying the PST file onto another PC with outlook
    or
you could try installing thunderbird onto the PC - thunderbird will see outlook and ask if you want to import all the emails and contacts

    Hello,
You can recover contacts from outlook by using outlook repair tool. This tool not only helps you to recover contacts it also helps you to recover emails and other outlook components.

I've experienced this a number of times, and have found that the problem was emanating from the server, and therefore, needed tech support from the server. Could that be your problem?
