pages scrolling down without any control

    Hi .First of all this is the first time I'm using this site to post this question. I'm having serious problem with my laptop.
    Here is the spec:

    OS Version: Microsoft® Windows Vista™ Home Premium , Service Pack 2, 32 bit
    Processor: Intel(R) Core(TM)2 Duo CPU T5800 @ 2.00GHz, x64 Family 6 Model 15 Stepping 13
    Processor Count: 2
    RAM: 3034 Mb
    Graphics Card: Mobile Intel(R) 4 Series Express Chipset Family, 1293 Mb
    Hard Drives: C: Total - 295289 MB, Free - 241056 MB; D: Total - 9951 MB, Free - 1797 MB;
    Motherboard: Compal, 3607, 99.82, CND8470174
    Antivirus: Microsoft Security Essentials, Updated and Enabled

    The problem is that sometimes the whole page gone nuts. Whether I open web browser or usual file the whole page scroll down without I scrolling it. I've disconnect the mouse to determine the mouse is the problem but the page still scrolling down. Worst of all I cannot scroll it up.Whether i'm using arrow button on the keyboard it still scrolling down. Even I cannot click icon on my desktop because the scrolling option mess around. If I click any icon it will select the most bottom of the desktop. Then I reboot. While I reboot suddenly heard loud beeping sound about 20 beeping.I think it bios beeping.I dont know whether it software or hardware fault :confused::confused::confused::confused:I really need help because I dont know what cause this problem????:(:(:(
