Parental Controls effecting Admin

I had to setup Parental Controls for my Mum so she can block my younger Brothers off some Internet sites. However after I installed the Parental Controls ( Children Control ) it took effect on hte Admin account. Now I can do barely anything. I can't even view any folders on the entire HDD. Also when I tried un-installing it, it dosn't appear in the list of Installed Programs. I also tried via cmd but it's "Access Dnied". Does anybody know any other alternate ways?

Is this the UAC on Vista or a third-party blocking program? Also, are you using an account that has Admin privileges, or the hidden "ADMINISTRATOR" account that is only activated with the net user administrator /active:yes command?
