Parse error stopping me from playing games

So whenever I try playing Celeste (The newest game to encounter this problem) I get this error log telling me something went wrong. Can anyone please tell me how to deal with this because this is not the first time a Parse error has stopped me from playing a game.

Use File Explorer to go to this folder:

C:\Windows\Microsoft.NET\Framework\v4.0.30319\config

rename machine.config to machine.config,bad or something
make a copy of machine.config.default (may need to copy it to another location)
rename the copy to machine.config
if necessary, move it back to that folder (C:\Windows\Microsoft.NET\Framework\v4.0.30319\config)
reboot
rerun Celeste

Might also try running an SFC scan to repair system files. Open command prompt as admin and type:

sfc /scannow

And you may also need to download and reinstall:

XNA Framework 4.0
and
Microsoft .NET Framework 4.5
