The command prompt is part of Windows. That is not part of the BIOS. The BIOS is the black screen with memory countdown , DEL/F2 for BIOS configuration, and boot order selection.

If you read your mobo manual, if this is a custom build, some where in there it will tell you how to disable the BIOS splash screen. If this is an OEM system......some will and some wont.

All I can see is that once this has been done, EVERYONE would be locked out of the BIOS and then the machine would be useless!

A Bios password is the only way. Think about it, if you could disable the keyboard you wouldn't be able to do anything yourself !
