Pavilion AGP only running at 1X

Hey, everybody. I'm running a Matrox Millenium G200 AGP card in a Pavilion 8590C with an Asus P2BVT motherboard (both old, I know, but well suited). The problem is it's running at 1X, when according to Everest, CPU-Z, Powerstrip, and Matrox Tweak Utility it should run at 2X.
I've tried the following : Format and install Win98SE : Install Intel 440BX/ZX chipset drivers : Install latest BIOS for video card : Install latest video card drivers : Remove drivers and video card and re-install.
The card works at speed on my other machine. I e-mailed HP Support yesterday with the problem, only to be told this computer only supports AGP at 1X. All the research I've done says this motherboard supports 2X. I even sent a link back to HP showing the specs, but they are not believing it!
First, can anyone back me up that this board supports 2X?
And if it does, any ideas how to get it up to speed?
I did check in the BIOS, but the only mention of AGP is a choice between AGP and PCI for the video card at boot. Perhaps it needs a flash of the original BIOS (Phoenix 8/23/99 Revision 1.05) or a BIOS update.
Any input is appreciated.
