    Just the past few weeks, old programs have constant frame drops whereas previously they were running smoothly without issue.
    Ran CCleaner over it without any change, cleaned up desktop and stopped any background programs, still no noticeable change...

    Do you have Malwarebytes installed?

    When the scan has finished > click on Reports in the left hand side.
    Put a tick in the latest logfile > click View Report
    Click on Export > save a a text file to your desktop > copy and paste the logfile.
    ======
    Download AdwCleaner to your desktop.
    https://www.malwarebytes.com/adwcleaner/

    When you say the following
    What old programs are causing you problems?
    You mentioned using Ccleaner - do not use the registry section of Ccleaner. Using any sort of registry cleaner can and often does, cause more problems than it solves.
    ======
    Run Malwarebytes again - set it to scan for Rootkits
    Click on Settings > Protection > Scan Options > Scan for Rootkits.
    No need to post the logfile unless it finds something.

    Anything that takes up a little more computing power - games especially of course, but even up to date online games (LoL) as well as older games using a CD to boot. Any first time startups take awfully long.
    Startup takes at least 1.5 minutes as well usually, and another minute until something as simple as chrome has opened (which then often takes additional time to actually allow me to click on anything). I dont have any chrome tools or similar downloaded except for Adblock.

    Ran it again with Rootkit scan enabled, found nothing

    Let's check what runs at startup.
    Download - WhatInStartup
    http://www.nirsoft.net/utils/what_run_in_startup.html
    Download link at the bottom of their page.
    Choose the right file for your system - 64-bit.
    Once downloaded - Unzip the program and open it.
    Click on Edit > Select All > Edit > Copy Selected Items.
    Paste the logfile below.
    ======
    Download Security Check by screen317 from.
    http://www.bleepingcomputer.com/download/securitycheck/
    Save it to your Desktop.
    Double click the install icon.
    Click the install icon and select "Run as Administrator"
    A command Prompt window will open.
    Let it scan the Pc - press any key when asked.
    It should now open in Notepad.
    Copy and Paste the result of the scan in the reply box below.

    The saved log will be called checkup.txt.

    You have Avast Anti-virus installed and also Avira Anti-virus software running at startup.
    C:\Program Files\AVAST Software
    C:\Program Files (x86)\Avira\
    They will conflict with each other and cause a problem.
    Keep one - remove the other.
    Reboot pc and report back.

    Having two anti-virus programs installed would have slowed down your pc as they both try to protect the pc, from the moment it is switched on.
    Run Avast removal tool to find and remove all of their files.
    https://www.avast.com/uninstall-utility
    ======
    Clean out temp files.
    http://www.geekstogo.com/forum/files/file/187-tfc-temp-file-cleaner-by-oldtimer/
    TFC will close all open programs - so save any unsaved files. etc.
    Right click the TFC icon > Run as administrator.
    It will then report the total size of files removed.
    It may ask you to reboot your pc.
    ======
    You do not need Ccleaner monitoring your pc or to run at startup.
    Open Ccleaner > Options > Monitoring > Disable, System Monitoring and Active Monitoring.
    ======
    Let us know if all of that helps.

    Couldn't find that path in CCleaner, instead i just told it not to start up by itself.
    Malwarebytes starts up at launch, change or keep?

    Avira tells me it took 88 seconds to startup this time(the startup before that was 114), framerate drops seem to have decreased a little but it may be coincidence as well.

    You are using Malwarebytes Premium trial version.
    It should revert to the free version after about 14 days.
    However, you can deactivate Malwarebytes Premium Trial version. Check here
    https://support.malwarebytes.com/docs/DOC-1033

    After you have done that the Premium version of Malwarebytes should no longer run at startup.
    You can check that it is disabled - click on Start > Search > Type msconfig > click on the Startup tab.
