I have really bad WiFi speed in the first place, about 4mbps. But when I connect my pc Ethernet or WiFi, it makes the speed drop to about 300 Kbps.

To confirm, when you connect your PC, other devices are getting lower speeds? If so, does this PC have any file sharing programs like uTorrent?

Yes, when you are using uTorrent, it will be utilizing your connection and will slow it down if it maxes out either the upstream or downstream. Usually with file sharing programs, it's the upstream. Make sure you are out of the program and then check the speeds again.
