PC having issues with lines going across screen?

I keep seeing distorted vertical and horizontal grid lines appear on my screen either before or after playing video games on my desktop. I wanted to know what was causing this issue? I attached some photos as well.

I tried upgrading my graphics card drivers (Radeon) and they only temporarily fixed it, including a Display driver update that Windows Update showed me (which was optional according to Windows). I don't know what is going on? I even tried swapping the VGA cable that came with the PC and used an HDMI cable instead and the problem persists.

Is this something to do with my hardware or software? What is triggering this issue? I posted some images and specs below:

Thanks for the reply. It only seems to happen mostly in Windows while my screen is already on and working. Once it happens, if I try restarting my PC or anything it’ll continue to show all the way through restart into Windows as long as the problem is there. Otherwise, it won’t start unless it’s very random and out of nowhere from what I see so far.

For components, I mostly just switched the VGA cable to HDMI for the monitor and nothing really helped. I checked my cords and connected stuff at the back and nothing changed there.

For example, today it didn’t happen at all until I was like coming back to my PC and it suddenly started flickering on its own randomly. I don’t know what even triggered it. I noticed that if I moved my monitor a little from the back it slows down the effect but picks back up again shortly after. Regardless though, I see it happen even if I do move my hardware around.

I’m assuming this is hardware related though? Or is it my video card? So far everything else is updated from what I see in my PC and device manager. The last time I had a flickering episode it happened during the middle of a video game I was playing.
