PC is slow on startup from cold boot, acts normal on restart

    I recently built a new PC but it has been acting quite strange in that it doesn't preform well from a cold boot and needs to be restarted every time I use it.

    I'm not sure what the problem is but the speed in noticeably faster after a restart.

    Does anyone know how i can get my PC working properly.

    Hard Drives: C: 445 GB (155 GB Free); D: 455 GB (9 GB Free); E: 0 GB (0 GB Free);
    Motherboard: Micro-Star International Co., Ltd., B450M MORTAR (MS-7B89)
    Antivirus: Windows Defender, Enabled and Updated

    You didn't provide a brand name and model number and wattage of the power supply unit.

    Awesome thank you very much...

    The power supply I use is the Corsair RM650x


    I couldn't find a noddle number so instead i have provided a link below to the PSU on Corsairs Website here

    By the way, thank you for all the help so far.
