pc won't boot up

finally a problem that is not with my own pc. a friend of mine has an hp pc(p4, xp pro) and when you hit the power button, nothing happens except for the fan turning on and being noisier than normal. this is all after a lightning storm where the power was lost. i thought it might be the power supply, but who am i to say. it was plugged into a surge protector. any ideas?

well, it may be the power supply, but at the same time it could be that the motherboard was fried. The only way to test is to try a different power supply on the motherboard and see if it boots up normally then. I don't understand how this could've happened though... Perhaps the power surge happened to be more joules than the surge protector could handle?
