PC won't boot

Recently I cloned my operating system from a WD Green SSD to a Samsung 860 Evo SSD and I replaced the 8GB of RAM with 2 16GB sticks of RAM and im pretty sure I did everything correctly everything clicked together and is plugged in but when I try to turn my PC on the monitor just stays blank and the PC will repeatedly turn on and off until you hold the power button down.

Power off PC and unplug it, then pull the side panel off and look for the CMOS battery. Find it and pull it out for 5 minutes. Then reverse the process and power up.

Ah, I did that the first time I installed a video card. (I think it was a Win 95 system). I just couldn't understand why I had no image. I think it took me a day to figure that out!!! To prevent myself from making the same mistake a 2nd time if I removed cables to do some other updating, I put a piece of masking tape over the VGA onboard connector so I wouldn't be tempted to plug anything into it. :ROFLMAO:
