pcmcia firewire card not working?

    hi, I just bought a dynex DX-FC202 ieee 1394 fw card. Both os's on my laptop recognize, and install the drivers with no problem. when i plug in my ext hdd (verbatim FW/USB250) the harddrive has no sign of power at all. i plugged my ipod in to see if it would charge, nothing happens. I know the pcmcia slot works, because if it didnt i wouldnt be able to type this, as my wifi card uses the same slot, also my usb 2.0 card works fine. could it be that the ext hard drive requires to much power for a pcmcia slot? the hdd doesnt use a power cord, its powered via usb/fw. i dont have any other FW devices i can test.
