This is not a frequent occurence - about once a day or so. I notice a delay of ~20-30s upon trying to open a Windows Explorer window with Win + E (it isn't restricted to the shortcut though). No disk access, no elevated CPU usage, and the system is responsive as ever with already open applications. About 30s later, the explorer window finally pops up. I also noticed the same thing with another application (can't recall which one), but that was just once.

I have scoured my system with AVG, Windows Defender, Spybot and ZoneAlarm's anti-spyware software. Nothing suspicious was found.
