Hi - in Elements - under File, there is an option to Save as Web so I presume you can. I've never used it so can't comment on quality etc.

For actually creating webpages neither one of those will work. You'll have to use something like Dreamweaver - or learn how to code in HTML. Elements will work fine for images though.

if you want to create a simple photo gallery - photoshop7 has an option
fist put all the pictures you want into a sub-dir

file > automate > web photo gallery

you can then choose from a numer of styles -
select the sub-dir with the photo's in
then where you want to save the web pages

and it creates a very basic web site with a gallery of all your photos

Photoshop comes with Image Ready, which is a program especially designed to make web graphics. Image Ready isn’t a substitute for a web design program though.
