If you are allowing access to a network based on credentials then that process is called :

a) authentication
b)authorization

It's because it's a dumb question and not a question that's asked in the real world or could be answered either way. The password process would be "authentication" but to even have a password and be able to log into the system would be "authorization" and some systems call logging it the system authorization.

Authentication is a process in which the credentials provided are compared to those on file in a database of authorized users' information on a local operating system or within an authentication server. If the credentials match, the process is completed and the user is granted authorization for access.Feb 27, 2015

Authorization is the process of giving someone permission to do or have something.
