That is an installation file and you should have the expanded file elsewhere

But it's not a ".dl" file, its a compressed .dll file, the .dl_ (underscore) represents a Windows system file that needs to be "expanded" or uncompressed (or has been)

It's a component of Microsoft SQLDB 2.0, specifically a dynamic link library file.
The expanded file will be sqldb20.dll, usually in C:\Windows\PeerNet\

It will be left over in the Cache from an install of a Microsoft module, where it has been expanded and installed to the appropriate system directory.

What did you want to "convert" it to, or do with it?

Unless you understand the Windows operating system down to module level, its rather a dangerous activity to mess with .dll system files ...
