Cus is getting an error message---"plug and play services or another required services is not available"

Also he does not have a Local Area Network Icon.
I got this error message when I tried to do services.msc and enable plug and play.

Double click Plug and Play in Services, then click the Dependencies tab. Plug and Play should normally have no dependencies. If it does, what is shown?
