Anyone who knows security knows that social engineering is always the best way to break into a system. That is what we are talking about here. Someone has to convince you that their program is a legitimate setup program when it is not, then get you to OK the UAC prompt. The same flaw exists in all OS'. You ultimately have to make a decision if you want to run an installer. Doing so gives the installer access to your system. It is possible in some OS' to install a program only in the context of the current user but even on these systems occasionally an installer may need to make a system wide change and ask for permission to do so. The key is with UAC you are being asked. A program can't hide the fact that it is going to install something. In previous versions of Windows you blindly ran a program and had no idea it was installing something on your system.
