Power supply question

I am looking at new power supplies and was wondering if it pays to buy one larger than you need at this time?

Does a 550 watt power supply draw 550 watts all the time or only when needed? If they do not draw to their maximum capacity, it seems like it would be better to buy one larger than you need right now because the only cost would be the drive itself and not an increased electric bill and more heat.

Amen crjdriver is right on! Don't think because you have 550w in your hand you are safe when you have a $20 crap psu in your hand, anything can happen. Antec, Enermax, Sparkle, and Thermaktake are above the fray and worth the extra money. Bear in mind when you have "crap" psu "under the hood" and it blows out, it can take cpu and mmotherboard with it and frequently does.
