prefetch folders and files

Within this site, I have read that someone has cleared the prefetch folder.

Someone also told me to delete the prefetch files completely.

I had a 8250 Dell, Windows XP Home, 512 Mg RDRAM 60 GB
Hard drive. My system has been slowing down but, ever since I installed the Logitech Mx700 cordless mouse, everything has become VERY slow. I do all the maintenance: NAV live definition update, check disk for errors, and defrag often.

How do I get to the Prefetch Folder { and files } AND, should I delete them? thank you, missfuffy
