Premire Pro: Aspect Ratio problem

    Hey, using premiere pro 1.5, I'm trying to force a 4:3 aspect ratio from my DV camera to be 16:9; so it'll appear short and fat. I shot some footage with a Sony DV corder with 16:9, brought the tape home to edit it, my cam only has 4:3, (should have thought of that before hand, i know). But now I'm trying to import the video with my videocard (s-video), and it's tall and skinny.
    Anyone know how to force the aspect ratio to 16:9 in premiere pro? Or is there an encoder that you know of that will let me do this?
