Is there anyway in Windows 2000 to prevent this?

I used to just rename the timedate.cpl file in Windows NT4 but in Windows 2000 the system recreates the file negating the measure.

Can this be achieved in the registry. I would prefer not needing third party software.

Also to note the systems are required to run in admin mode so using security settings is not really an option.

renaming the file is the easiest way i can see
