My niece screwed around with my secondary computer in the house and now my colors are all bright and highlighted. No big deal right? Think harder cause I tried everything in display properties, I even typed the correct color codes from my other computer thinking that would fix the problem. But for some reason it remains neon blues and oranges. I also tried changing monitors, nope! Any suggestions, please help..

She was screwing around with the colors and stuff.
The background is the ocean theme with palm trees. For the most part that looks normal. My icons and coloring is highlighted bright oranges and teal blue. I no longer have my Windows 2000 disk either? Not really giving ya much to work with, sorry.

Are there any programs installed that would be running that will do this ? Right click on the taskbar and select task manager and processes tab.

check your accessibility options for high contrast option. She probably enable them by accident.
