I have two 500 GB HDDs, and I installed Windows 7 64bit on one, and 32 bit on the other. When im in my 64 bit OS, I can't access my 32 bit HDD. When im in the 32 bit OS I CAN access the 64bit HDD.

From 32 bit I can access
    32bit HDD
    64bit HDD

From 64 bit OS i can access
    64bit HDD

    Why is this?

While in the 64bit OS, can you see the other drive in My Computer?

What order did you install these OSs? And when you installed the second one, was the first one hooked up?

And what kind of boot menu do you have?

Check NTFS permission on 32 bit Windows HD while in Windows 64 bit. Make sure you have rights to that 32 bit windows hd.

I have no idea why that is happening, but your problem sounds to me a lot like this solved one.
