Problem with old laptop

I have this old japanese NEC PC 9821 LD with 486SX/33 processor running in MS DOS 6.2 / Windows 3.1 Japanese version. I want to change the whole operating system to Windows 3.11 English version, the problem is the laptop don't response if i run MS DOS 6.22. Please help/suggest/comment with installation of operating system. Thank you.

You'll have to define "doesn't respond". Used laptops are as little as $150-200 with much better specifications then that one, is it really worth the trouble?

Thank you very much for your reply. "Doesn't Respond" means The laptop had it's own external floppy disk, I cannot boot the MS DOS 6.22, the screen will remain blank then it will remain blank, i will have to remove the 6.22 so i can re-boot the laptop.

I'm sure it's a bother, but I really want to try, please HELP.
