Problems opening Corel Central

When I attempt to open Corel Central to get my address book this message pops up:

c:\Corel\Suite8\Programs\CCWin|CCWin8.EXE
A device attached to the system is not functioning


When I Click on OK, this message pops up:

The CCWin8.EXE file is linked to missing export MAP132.DLL:140


What is the problem & how can I fix it fast?
