Problems when I start up. Help!

I have a brand new laptop and it was preloaded with Vista as it's OS. This does not happen everytime I start up but probably about 25% of the time. When my desktop appears and everything is done loading I double click an icon and the hour glass appears and it will stay like that until I manualy shut down my laptop. Sometimes it will work after the next start up but most of the time it doesn't. To fix this problem I must restart in safe mode and run my webroot system scan. All I have are the normal cookies that are quaranitned and I have not had any kind of virus that webroot and norton internet security has found. Can anyone explain this. At times my comp's CPU usage is really low, like in the 1 to 3% area when this happens. When it doesn happen, I can not open anything but my mouse moves and the only thing left is to hold the start button down to shut down and start over again.

Any help or info would be greatly appreciated.

Hi,
If it's brand new, is it under Warranty? Did the supplier give a support helpline number? I'm just worried that if it's under warranty you don't want to try fixes that may invalidate it ... you know how tricky some companies can be with things like that.
