Problems with HP 8300 elite SFF desktop computer

    Good Afternoon. I have an issue with my HP 8300 elite SFF desktop computer, so I got it from eBay about 2 weeks ago. Two days later, the electricity in my apartment goes off for like 3 secs and comes back on, this didn't bother me, because every electronic in the house were all functioning properly. However, 2 hours later I decide to check on my pc, and it just cycles between turning on for like 2 secs then turning back off for about 10 secs. So I decided to unplug the power supply and plug it back in, but then I hear 4 beep codes alongside 4 red light flashes. So I search up the manual of the pc, and it turns out to be a power supply overload. So I decided to contact the seller I got it from online, and they sent me another power supply for this PC. So I plugged it in yesterday with the new power supply, and it is still cycling the on and off sequence, and this time it gave 2 beeps and 2 red flashes and I haven't gotten any beep codes since then, and I re-seated the RAM sticks, still no resolve. Not long ago, I heard 3 beep codes with 3 red light flashes, and it's been the same with the power cycling on and off. Please Help me, I don't have any other forms of solution
