Progressive video showing interlace artifacts

    I have a problem that seems to be different to most of the similar situations I've been able to google up...

    I have an .avi file that shows jagged-line interlacing artifacts on playback, however it isn't an interlaced video file, it's actually a progressive one which (I assume) used to be interlaced and was poorly converted. I don't have that original interlaced file. The regular "Deinterlace" filters that various video editing programs have obviously don't work because it's a progressive video. Could these artifacts be removed by any free program? Maybe a plugin for VirtualDub?
