    Hey do proxys count as hacking?

    You'll have to read the individual games' End-User License Agreement and Terms of Service. But no, generally using proxies in games in not a breach of ToS or EULA.

    Nah i just wanted to know if i could get around my colleges ethernet restrictions with a proxy in order to play Warhammer Online

    Although using a proxy is not hacking per say, we do not assist in breaking network policies here. ;)
