Proxy Blocker/Filter

Any help would be greatly appreciated. We are looking into buying a web filter for our home computer however I know that you can get around most filters by going through a proxy browser. I am afraid my daughter will find that out if she hasnt already so my delima is finding some sort of filtering system that will block proxies too....does this exist? I haven't been able to find anything and I don't want to purchase a filter that will be useless if she decideds to browse through a proxy.... Any ideas?
