PSU failure?

Hi, I;ve recently moved house and after setting up my computer, I found that there was a problem. There were no signs of power when pressing the power switch, no lights, no fans etc.....
When plugging in my system, the fuse tripped as I plugged in my speakers. I thought this might have fried the soundcard and reulting in no power to the MB (?), but I removed it and it didnt seem to be the case.
I've looked at every component and there;s no sign of damage/burn to any boards, but there is a faint burning smell to the PSU. Does this sound like a PSU failure?

I haven't got a test system to work with.

you will have to replace PSU to even get started
