is there any program that can enhance the quality of a video? I have an .avi file but it is pretty poor quality I was wondering if there was anything that could clean it up?

Depends on what you mean by enhance, denoise filters used very lightly can clean up a little noise but if you have a video that has a lot of macroblocking the answer is no.

There is stuff you can do with a full fledged NLE----you can sharpen, color correct, fix contrast etc. If you dont want to go via that route, then download virtual dub and plug-ins. Its free and can clean up video. There is just so much you can do---like everything else, the key is in the capture and fixing stuff in post is possible but no the best way of getting clean video.

Again it really depends, you can only do so much. You can make minor adjustments. By macroblocking I was referring to video that has what looks like a lot of squares in it. That can't be fixed, at least to a degree that would be acceptable to me. If you want to adjust the brightness, color etc. you can do that.... Can you post a screenshot of frame? Without knowing what you have it's hard to give any advice.

As linskyjack mentioned the best way of getting good video is it doing right from the first place, do you have a source? or is that your only copy?
