Question about reconfiguring several PF Keys on a laptop

Question: Is there an easy way without using Sharp Key or BIOS to change the function of certain PF keys on my Hewlett Packard Laptop which has Windows 10 installed;
For Instance, if I want to view a COBOL Program I would like the PF8 key to page down and the PF7 to Page up, the rest I can probably do with other commands
such as type in 'END' on the command line of the program instead of PF3, but I need PF7 and PF8 to perform the above functions if working from home.
