When looking in various folders in the registry, most usually in HKLM...Run, I often times see the data string within quotes. Example: "C:\Program Files\QuickTime\qttask.exe" Do the quotes prevent the execution of the command? Thanks!

No. They are generally included when one of the folders exceed 8 characters. And to be safe, many installs just add the quotes by default.

"Sometimes", keyword sometimes, without the quotes the app specified in the RUN key can't be found in order to be started.

The quotes are also "sometimes", keyword sometimes, required if the file or path name contains spaces.
