If I have my old computer, a Hewlett Packard that ran Windows 98, can I move its RAM to my ~2 years old Dell?

It will all depend on the type of RAM you have installed in the old one. A 2 year old computer will probably use SDRam (168 pin) but the older one may still have the old 72 pin RAM chips in it. Only way to find out is to open them both up and physically inspect the RAM chips.

Most likely not, if your Dell is 2 years old then it will be using 184 pin DDR memory. Depending on how old your HP is it probably uses 168 pin SDRAM memory. Definitely not compatible.
