RDP logon remotely disconnects user already logged on...

Normally on my Windows (7) domain, if I remote into a machine where someone is already logged in, they get logged off when I knock them off. There's one computer, though, that disconnects the user instead of logging them off. This causes problems because some applications' licenses allow only one user at at time, so I get onto Windows successfully but the prior logged on user is still using the app's license. I can see the other user in Task manager under Users, but it won't let me log them off.
Is there some way I can force Windows to log off the current user at the time I'm logging in remotely?

If their account is locked, the only ways to get them off is to either reboot the computer or have them log in and then off.
Note: Rebooting a computer while another account is locked can result in data loss or corruption. This is not recommended.

My end users ask this all the time.
