There is a "request read receipt" in Outlook Express under the Tools tab. Where is it in Outlook 2002 (XP)?

From Outlook 2002 Help (but you tried that first, right?)

Change automatic response to read receipts:

On the Tools menu, click Options.
    Click E-mail Options.
    Click Tracking Options.
    Do one of the following:
Send a read receipt whenever one is requested
    Click Always send a response.

Deny a read receipt whenever one is requested
    Click Never send a response.

Be notified when a read receipt is requested
Click Ask me before sending a response.

To have all messages request a Read Receipt, click on "Tools", "Options". In the box that opens, on the Preference tab, click on "E-Mail Options...", in the next box that opens click "Tracking Options...". Near the middle of the Tracking Options box that opens there is a section that is titled, "For all messages I send request:" Place a check mark in the "Read Reciept". This will make is so all of your outgoing messages requst the Read Reciept.

So there is no way to, while typing up a message, to simply change to a request.

I know Outlook Express is garbage, but this is one place that it is much more convenient than Outlook.

    Thanks for your help.

If you only want to place the request on certain e-mails, open a new e-mail and click on the "Options..." button on the standard toolbar and place a check mark in the box next to "Request Read Receipt for this message." This is located under the Voting and Tracking options area.
