Recovery problems and internet connection speeds

    I use a cable modem to connect to the internet.
    recently, my system crashed where I had to reload windows98. After reloading win98, I had to reinstall my NIC driver and get reconnected to the Internet. Well, after all that, my bandwidth speed decreased dramatically. I ran tests on my modem and all is well there. Before the system crashed, I connected at speeds greater than 1.56mbps, now I can only get connected at speeds of 313.3kbps. Can anyone help figure out what is wrong.
