Recycle Bin is Highlighted and I Can't Open Other Programs

Hello Everyone,
when I start up my wife's computer (win 7) and it's finished loading,
the RECYCLE BIN IS HIGHLIGHTED. When I try to open any other programs
the RECYCLE BIN opens instead. So we have to HIT the ESC button once,
then and only then we can open other files and programs.
I three programs to try to hopefully fix this problem even
deleting $RECYCLE.BIN through DOS commands but no change.
I truly believe it's has to do with the REGISTRY, but
I am not comfortable editing it.
Help please,

Hi, run System File Checker.
Click on Start - Search - Type cmd
Right click on cmd.exe - select Run as Administrator.
At the Command Prompt window - Type
sfc /scannow
Press Enter.
Let it run to completion - but do not close the cmd window.
To save the log file.
Copy and Paste the following in Command Prompt.
findstr /c:"[SR]" %windir%\logs\cbs\cbs.log >%userprofile%\Desktop
\sfcdetails.txt

Press Enter
On your desktop you will see a text file called sfcdetails.txt
It can take 2-3 runs of system file checker for all files to be replaced/repaired.

Ran Scandisk and did find some errors but no sfcdetails.txt found on desktop!!!
And my Problem still is not fixed...

Did you run system file checker, 2-3 times?
If the log file is not on your desktop - check here.

Download Security Check by screen317 from.
http://www.bleepingcomputer.com/download/securitycheck/
Save it to your Desktop.
Right click the install icon and select "Run as Administrator"
A command Prompt window will open.
Let it scan the Pc - press any key when asked.
It should now open in Notepad.
Copy and Paste the result of the scan in the reply box below.
The saved log will be called checkup.txt.

If not already installed - Download MalwareBytes to your desktop.
Download the Free version.
https://filehippo.com/download_malwarebytes_3/
Once downloaded to your desktop.
Close all open browser windows.
Click on the Install icon - allow it to update during the install process.
Now click - Scan button > Select Threat Scan.

When the scan is finished, make sure to select and remove Everything in the list.
You may be prompted to restart to finish the removal process.
If Yes - restart your Pc.
Start Malwarebytes again.
Click on Report > Tick the latest log file > Export > Save as a text file.
The text file will be on your desktop > post the text file below.
