DOES ANYONE KNOW WHY/HOW ITEMS WHEN DELETED WOULD NOT GO IN THE RECYCLE BIN?

Is it all items? Right click the bin on the desktop, properties, global, make sure the "do not move files to the recycle bin" box there is unchecked.
Not all types of files go to the recycle bin. Which ones you getting a problem with?
