Re-encoding mp3s to a lower bitrate will lose quality because of the way MP3s compress the data - see google for 'Lossy compression'; and of course you will also be reducing the bitrate which will reduce the audio quality.

There are some progs that will remove the id3 tags from the MP3s, but the size reduction will only be a few kb.

Basically, anything you do to make any significant decrease in the size of an MP3 file will also decrease it's quality.

Right thanks - so how do you actually reduce the size of an MP3?

The process of reducing the size of an MP3 is simply decoding it and re-encoding it at a lower bit rate. You can use something Audacity to do them one at a time, or if you get the MP3 encoding plug-in for WinAmp, you can fire off the conversion of a whole play-list. As mentioned in the previous post, there are also lots of shareware applications to do the job.
