Refresh Rates generally refer to monitor settings ! Do you mean you want to open up the latest page available when you are browsing ?

If so go to your internet options and select settings under temporary internet files then where it says "Check for newer versions of stored pages" Tick "Automatically"

This won't refresh your page while it's open, it will only refresh each time you open it.

You should be able to hover on the edge of it and drag it in or out !
