Regional Settings

    I have a software package that refuses to come up frequently and it is due to the Regional Settings .DLL being bad. When I look at the Regional Settings, I find there are maybe 50 entries for United States.
    How in the world do they propagate and why? I have to reset it to USA and reboot and if you have an old load of Win 98 like I do, that can be dicey at best. When I do reset it and reboot as required, it works again until the next time.
