Regional Settings

Another quick problem if anyone knows.
I have a PC that is set to English (Ireland) in all sections of regional settings. And still the @ is swopped with the inverted comma. This is driving me mad.
Is this a bug?

Running Windows XP, no network attached, logging in locally.

I wouldn't be surprised to see inverted special characters if the Regional Settings were set to an "Asian" or non-English locale. Could it be a bug? Possibly, but don't quote me on that...
