ReiPanel6 and debug.exe not closing...

    Hello! I am new to the forum. My problem presents itself sometimes when I have booted on the machine and I try to hook up my internet connection. It says my COM1 port is not set right or something else is using it (I have an external 56K modem). I have went into control panel > phones & modems > modems, and it lists my modem. But I cannot query the modem. So I try to restart the machine and a box comes up saying ReiPanel6 won't shut down (sometimes it is debug.exe). I can shut down either process and the computer will reboot and usually it is fine then. What is the ReiPanel6 or Debug.exe? Why are they there sometimes interfering? I also posted this on the Internet>Security forum because I thought it might be a virus/trojan, but have had no replies.
